Chairman's messages and action plan:
There has been a consistent decrease in the number of total losses experienced by vessels at sea over the past 10 years. Unfortunately this welcome trend has been more than offset by a rather dramatic increase in the number and size of large partial losses. This dynamic is creating new challenges for hull underwriters around the world as they adapt their techniques and approaches in an attempt to make some sense out of this emerging new trend.
The attractive freight rates currently available for most ship owners has resulted in a dramatic increase in the number of new vessels being built, an unprecedented level of utilization for existing vessels and a significant decrease in the number of vessels being scrapped each year. This is all serving to increase the size and activity of the world fleet and in the process putting pressure on the industries human and technological resources to keep pace. It would appear that this pressure is a major contributor to the recent increase in large partial losses.
One specific area that seems to be at the root of the recent increase in large losses is the incidence of human error. Crew negligence, Pilot error and even the inexperience of the ship owner's management personnel have been shown to be a significant and persistent contributor to the recent loss trends.
